会议介绍丨可持续发展目标数字会议（SDG Digital）

前言

2023年9月17日，国际电信联盟（ITU）与联合国开发计划署（UNDP）共同联合相关合作伙伴在纽约联合国总部召开了可持续发展目标数字会议（SDG Digital），绿色光年青年志愿者代表岳子楠、许芸菲受邀参会学习。

自去年7月开始，绿光青研社WBA研究小组历时数月，开展并完成了基于世界基准联盟(World Benchmarking Alliance, WBA) 的数字包容基准的国别研究——《中国科技企业数字包容绩效研究报告》（项目详情：招募｜上市公司ESG绩效中国国别研究·2023——基于世界基准联盟的基准方法论）。

随着数字化的快速发展，数据和数字技术不断赋能个人、社区和国家发展， 推动正向积极的变革，在加快实现联合国可持续发展目标（SDGs）方面发挥着重要作用。通过对数字科技潜能的挖掘，世界将朝着更加平等、包容和可持续的方向发展并将发展福利传递给下一代。

在 2023 年可持续发展目标数字峰会到来之际，本次活动的重点是通过新 "高影响力倡议 "（High Impact Initiatives）实现可持续、包容性的数字转型等方式，将可持续发展目标的数字解决方案推广到更大范围。本次活动是可持续发展目标行动周末（SDG  Action Weekend）的一部分，来自政府、私营部门、民间社会和学术界的不同利益攸关方将齐聚一堂，这将成为合作和知识共享的催化剂。它将提供一个独特的机会来讨论各种挑战，探索创新的解决方案，并加强伙伴关系，以增强对 2030 年议程（2030 Agenda） 的数字支持。

以下为活动议程及参加人员的详细内容:

第一幕

 探讨：可持续发展目标与数字潜力

本次活动将以热烈而亲切的欢迎词开启，由国际电信联盟秘书长和联合国开发计划署署长领导。为了启动这一过程，卢旺达总统将发表开幕致辞，为当天的讨论奠定基础。最后，舞台将迎来一场题为“探讨：可持续发展目标与数字潜力”的开场演讲，由联合主席主持，通过这场演讲，他们将阐述数字技术在推动可持续发展目标方面的巨大潜力。

第二幕

展示通过数字技术实现可持续发展目标的解决方案

本次活动的亮点是在四个不同领域展示通过数字技术实现可持续发展目标的具体解决方案，包括：

• 人民：包括赋予人民和社区权力，创造机会以及解决社会问题；

• 地球：包括支持健康可持续的地球的开创性创新，保护自然资源，并为所有人构建更可持续的未来；

• 繁荣：包括刺激经济增长、创造就业机会和可持续基础设施发展；

• 和平：包括加强治理和透明度，促进各方合作，以及在不同利益相关者之间促进合作。

每个类别包括来自不同行业和机构领袖提出的不同可持续发展目标的代表性解决方案。这些数字解决方案的具体示例将为观众提供对数字技术在各个可持续发展领域中的应用有更具体的理解。

第三幕

前进之路：加速实现可持续发展目标的进展

在承认不同社会机构在通过数字技术实现可持续发展目标方面的过去努力之后，国际电信联盟还倡导通过伙伴关系和议程规划来引领未来工作。

这一部分包括国际电信联盟两个重大项目的宣布：Partner2Connect 数字联盟。这是ITU 与 P2C 合作的一项计划，在该计划中 ITU 将动员、跟踪和监测承诺和承诺，以帮助 P2C进一步确定可持续性问题的关键点；加速议程发布：这是联合国开发计划署（UNDP）和 ITU共同创建的 SDG 数字加速议程的发布仪式，该议程是未来全球行动计划的一部分，旨在赢得挽救 SDG 的竞赛。

联合国数字公共基础设施（DPI）高影响力倡议

到 2030 年，联合国数字公共基础设施（DPI）高影响力倡议旨在催化必要的集体行动，与领导人和可扩展模型合作，在 100 个国家中解锁有针对性的 DPI 实施和加强支持，以确保DPI 的安全、可访问、经济实惠、绿色、融资充足并具备未来准备。因此，这一高影响力倡议已确定并优先考虑了五个关键支柱，将全球举措与个别国家和组织的承诺结合起来，支持这一目标：普遍保障、末端包容创新、经济实惠与开放、可持续与绿色、可持续发展的 DPI 融资。

在 SDG 数字领域，五大支柱将由来自世界各地的部长、总统和国家秘书亲自阐述，他们共同为全球的共同利益而推动该倡议的建设。

On 17 September, the International Telecommunication Union (ITU), the United Nations Development Programme (UNDP), and partners will convene for SDG Digital at the United Nations Headquarters in New York.

In a rapidly evolving digital landscape, data and digital technologies play a role in empowering individuals, communities, and nations to drive positive change to accelerate the UN Sustainable Development Goals (SDGs) achievement. By harnessing the potential, people can create a more equal, inclusive, and sustainable world for present and future generations.

Ahead of the 2023 SDG Digital Summit, this event focuses on bringing digital SDG solutions to scale, including through new High Impact Initiatives for sustainable and inclusive digital transformation. It will gather different stakeholders from governments, private sectors, civil society, and academia at the SDG Action Weekend, serving as a catalyst for collaboration and knowledge sharing. It will provide a unique opportunity to discuss challenges, explore innovative solutions, and enhance partnerships to increase digital support for the 2030 Agenda.

The following are the details of the event agenda and relative people:

Act I

Taking stock: SDGs and the potential of digital

The event is set to commence with a warm and inviting welcome, led by ITU SecretaryGeneral and UNDP Administrator. To kickstart the proceedings, the President of Rwanda will present opening remarks to set the foundation for the day’s discourse.Finally, the stage will be graced by an introductory speech titled "Taking Stock: SDGs and the Potential of Digital," in which co-chairs will illuminate the vast potential ofdigital technology in advancing the SDGs.

Act II

Showcasing Solutions to achieve the SDGs

through digital technologies

The highlight of the event is the presentation of specific solutions to achieve the SDGs through digital technologies in four different areas: people, including empowering people and communities, creating opportunities, and addressing social challenges; planet, including supporting ground-breaking innovation for a healthy and sustainable planet, conserving natural resources, and building a more sustainable future for all; prosperity, including spurring economic growth, job creation, and sustainable infrastructure development; and peace, including strengthening governance and transparency as well as facilitating cooperation among diverse stakeholders.

Each category consists of several representative solutions to different SDGs, presented by leaders in diverse industries and institutions. These specific examples of digital solutions to approach SDGs will provide the audience with a concrete understanding of the applications of digital technologies in diverse sustainable development fields.

Act III

Way Forward: Accelerating progress towards

the SDGs

With the acknowledgment of past efforts of different social institutions in achieving SDGs through digital technologies, ITU also advocates for its actions in leading future endeavors through partnerships and agenda planning.

This act comprises the announcement of two big projects of ITU: Partner2Connect Digital Coalition, a cooperation in which ITU will mobilize, track, and monitor commitments and pledges to assist P2C in further identifying the keys to sustainability issues; Acceleration Agenda Launching, a launching ceremony for SDG Digital Acceleration Agenda created together by UNDP and ITU as a plan for future global actions to win the race of rescuing SDGs.

UN High Impact Initiative on Digital Public Infrastructure (DPI)

By 2030, the UN High Impact Initiative on DPI aims to catalyze the collective action necessary, working with leaders and scalable models to unlock targeted support for DPI implementation and strengthening in 100 countries by ensuring that DPI is safe, accessible, affordable, green, financed, and future ready. Accordingly, this HII has identified and prioritized five key pillars that combine global initiatives with commitments from individual countries and organizations in support of this objective: Universal Safeguards, Innovations for Last-Mile Inclusion, Affordable & open, Sustainable & Green, and Financing DPI for Sustainable Development.

In SDG Digital, each of the five pillars will be illustrated by ministers, presidents, and secretaries of countries from all over the world, all contributing to the construction of the initiative for the shared interest of the whole globe.

2018年暑期随绿色光年参加“重走学森路”科技环保夏令营，2019年跨年日在苏州最大跨年演讲晚会“相约12点”做重走学森路相关演讲，2019年暑期参加绿色光年举办的浙江安吉中国生态实习项目（CEAP），2019年9月受邀参加联合国青年气候峰会，2021年参与绿光青研社基于科学的气候变化评估目标（SBT）研究课题并参与编写研究文集。
